I don't understand why this is wrong, seed 1

Player 2 deals
The top card on the kitty is: QS
Computer (CMA) Player 3 (10H,AD,10C,10S,KC) > Player 3 passes
Computer (CMA) Player 4 (AC,JS,QC,9S,JD) > Player 4 passes
Computer (CMA) Player 1 (AH,QD,9D,AS,9C) > Player 1 passes
Computer (CMA) Player 2 (QH,10D,JH,KH,9H) > Player 2 passes
Everybody passed, so bid for a suit.
Computer (CMA) Player 3 (10H,AD,10C,10S,KC) > Player 3 passes
Computer (CMA) Player 4 (AC,JS,QC,9S,JD) > Player 4 called S trump.
Computer (CMA) Player 3 (10H,AD,10C,10S,KC) leads > Player 3 played AD.
Computer (CMA) Player 4 (AC,JS,QC,9S,JD) > Player 4 played JD.
Computer (CMA) Player 1 (AH,QD,9D,AS,9C) > Player 1 played 9D.

In our_euchre, player 3 passes

"2-3 trump including a right bower and an off-suit ace..."


"In the second bidding phase, if the player's hand satisfies the above
criteria in two suits, the player will bid the suit
whose enumerated type has a lower value. Note that the player will not
order up its partner (who is the dealer) unless
one of the above conditions is met. For simplicity, assume that the
dealer considers only the cards in its hand when
deciding whether to order itself up."

He has JS (right bower) 9S = 2 trump and AC, off-suit ace. Player 4 is
not ordering up his partner because it is round 2 (if I make it so that
is ordering up then I match seed 1) if I am wrong (and I may be) then
the following with seed 281 confuses me.

If I use the logic from seed 1 being correct then this should be correct
too, but in our_euchre

The problems scenario with seed 1:

- Player 4 cannot order up the dealer in phase 1 bidding because the
dealer is his partner: ordering his partner up means that Player 4 must
go alone, and his hand isn't good enough to go alone

- Player 4 cannot bid S in phase 2 bidding because it cannot bid the
same suit that was rejected during phase 1 bidding.

Thanks, BUT that was changed in the rules... If that is the case still
then I can make it so BUT it is crossed out in the latest version of the
description of how to play
