I don't understand why this is wrong, seed 1

In our_euchre, player 3 passes

deciding whether to order itself up."
He has JS (right bower) 9S = 2 trump and AC, off-suit ace. Player 4 is
not ordering up his partner because it is round 2 (if I make it so that
is ordering up then I match seed 1) if I am wrong (and I may be) then
the following with seed 281 confuses me.
