Command between Dealing and Bidding

In the specification, it mentions that after the cards are dealt, the
only commands allowed at that point are "quit" or "help".

However, the user never gets to go to this phase, as after the cards are
dealt, the phase goes to the "bidding phase" immediately, and the valid
commands are "pass, alone, order-up, quit, help"

Hi Tony,
You are correct. The human player does not enter any command during the
dealing phase.

I've amended the project description and the errata page so that there
is no longer any reference to commands in this phase.
