At the end of a game hand, does the deck need to be put back into order
and then shuffled, or just shuffled?

The order of cards in the deck before the (i+1)th shuffle is the same
order as after the ith suffle, with the order before the 1st shuffle
given in the assignment description.

remembered and then restored before shuffling again for the next game hand?

Or, better, you could deal out pointers to cards rather than moving
cards into and out of the deck.
