Are we allowed to use any external libraries? I am considering using
Boost, and the code so far can be compiled on the school Linux system.
Is this allowed?

You may use anything that will compile on the necessary servers
(linux.student.cs.uwaterloo.ca or cpu-linux.student.cs.uwaterloo.ca).
