"right and left bowers, plus 1 more trump and an off-suit ace"

With this we have 3 trumps and an off suit ace, the right and left bower
+ the other = 3 and the off suit ace... This is a separate condition of
its own?

"right bower, 3 trump and an off-suit ace"

It was said that the right bower counted as one of the 3 so we really
have the 1st case included in that one no?

The second rule describes a hand that is good enough to call trump.

The first rule describes a slightly better hand (the left bower is
better than any old second trump card). This hand is good enough to not
only call trump, but to also go alone.
